Contrary to popular belief it is not necessary the country you fly to. You have to apply for a visa at the representatives of your main destination. So for instance when you would like to spend a few days in Amsterdam and a few days in Berlin and then return via Paris choose one country to stay the most days in. So say you will be 3 days in Amsterdam, 5 days in Berlin and 4 in Paris you have to apply at the German consulate/embassy in your country.
But imagine you will attend manage a booth at a tradeshow in The Netherlands for 3 days and then want to visit your sister in Italy on the way back for 5 days, you ask The Netherlands for a businessvisa with a coverletter that you need to travel for work and that that is your main goal but you want to use the opportunity (when you already had to pay for a plane) to go and see your sister as well.
